This is where you set up your supply network. Add the supplier, any number of supplies underneath, and the plants and zones that make up each supply.
For each plant enter the production rate and the SWRMP status. For each zone enter the population and the WSP status.
For each supply with more than one plant, the Plant ↔ zone links matrix lets you say which plants feed which zones. By default all plants feed every zone — untick a plant to restrict. This drives the consumer-facing My Water view.
You record failures on the relevant tab: protozoa / bacterial counts and parameter failures on the Compliance tab; assurance rule failures on the Assurance tab.
The Compliance Index rolls up every drinking-water-quality failure into a single supplier-level number, with each failure weighted by its health-risk significance — the DWI's CRI approach, adapted for the NZ regulatory framework (DWQAR 2026 + DWSNZ + Taumata Arowai Aesthetic Values 2022).
Three flavours of failure feed into it:
Plant and zone contributions are weighted by share of supplier production / population so a failure at a big plant matters more than the same failure at a tiny one.
The Assurance Index captures failures of the assurance rules in the DWQAR 2026 — the things you have to do to demonstrate ongoing safe operation, even when no MAV is breached. It sits alongside the per-parameter Compliance Index, not inside it.
For each plant, zone, and at supplier level, add one row per failure: pick the rule, set how many times it failed. Each rule has its own risk factor (1–5) which weights the contribution. You can review and edit those factors in Settings (gear icon, alongside the parameter library).
Plant and zone failures are also weighted by their relative share of supplier production / population. Supplier-level general failures contribute their raw weight directly.
The SWRMP status (per plant) and WSP status (per zone) are also assurance contributions — 0 if current, 2 if under review, 5 if absent or expired.
Everything in one place. Two headline indices tell you how the supplier is doing overall — Compliance rolls up every water-quality failure weighted by health risk, Assurance rolls up DWQAR rule failures weighted by per-rule risk factor.
The tables show how each plant and zone contributes. Scroll to the bottom for the My Water view — pick a zone and see what an end-user in that zone would see, restricted to the plants that actually feed it.
Track progress over time. Snap a record of the current dashboard outputs whenever you want — say, at the end of each compliance year, or after a major change.
The table below shows each saved snapshot with the two index values at the time, and the delta against the previous snapshot. Lower is better: a drop is flagged as an improvement, a rise as worsening.
Click the ▸ arrow on any snapshot row to expand its full breakdown — category contributions, every plant, every zone, with the indices each contributed at that point in time. Useful for diagnosing what drove a change between two compliance years.

It produces two top-line indices for a drinking water supplier — a Compliance Index and an Assurance Index — by rolling up the failures that occur at the plant, zone, and supplier-general levels, each weighted by significance.
The numbers aren't absolute. They're a relative score that lets a supplier compare itself over time, compare across its own supplies, and compare on a like-for-like basis with other suppliers.
The Compliance Index is modelled on the UK Drinking Water Inspectorate's Compliance Risk Index (CRI): every failure carries a parameter-specific risk factor (1–5) reflecting its public-health significance. Aesthetic determinands sit in the same library at lower weights — there's no separate aesthetic index. The parameter library is built from the DWI CRI Annex A parameters with locations remapped to NZ structure, and merged with the Taumata Arowai Aesthetic Values Notice 2022.
The Assurance Index uses a separate library of all 90 DWQAR 2026 assurance rules with their own per-rule risk factors. Both libraries are editable in Settings (gear icon).
A supplier has one or more supplies. Each supply has one or more treatment plants (each fed by one or more sources) and one or more distribution zones served from those plants. Within a supply, a zone can be linked to specific plants — by default all plants in the supply feed every zone.
Plant indices are weighted by plant production as a share of total supplier production. Zone indices are weighted by zone population as a share of total supplier population. Supplier-general failures (assurance only) contribute their raw weighted sum directly.
An unweighted view from the consumer's perspective: for the zone they live in, the total weight of relevant failures (plant + zone + supplier general). Only plants linked to that zone contribute — so a consumer in Lower Hutt doesn't carry the risk of a plant feeding a different part of the network.
Each DWI / NZ parameter has a default risk factor (1–5) reflecting its public-health significance. Edit any of them here — changes propagate everywhere a failure for that parameter is recorded.
